Affordable Housing Development Update

Increasing the availability of affordable housing is a top priority for the City, as we experience the effects of a nationwide housing crisis. The City recently adopted an update to the existing Housing Element on September 5, 2023 and was found to be in substantial compliance by the State Department of Housing and Community Development on November 17, 2023. The Housing Element outlines the City’s strategy for accomplishing the goals, objectives, and policies for housing in our community. The Updated Housing Element can be found at the following link:

2022-2030 Housing Element

The City has recently allocated $300,000 in Low-to-Moderate Income Housing Fund (LMIHF) dollars to Greenshoots Communities to rehabilitate the Valhalla Housing Project. The City has also secured $5,000,000 in grant funding through the Competitive Permanent Local Housing Allocation (CPLHA) program for an upcoming senior housing project being developed by the Danco Group. The Crescent City Housing Authority has also committed over 150 project-based vouchers to four upcoming housing projects.

On March 1, 2024 the City was awarded a Prohousing Designation from the California Department of Housing and Community Development (see press release here). There are less than 9% of jurisdictions in California that have achieved this status. Having this designation opens the doors for additional grant funding opportunities. The City currently has two grant applications pending and we are hoping to have an additional $1,054,244 available for the development of multifamily housing units for low-moderate income households by May 2024. The recent Housing Element Update identified the City’s Regional Housing Needs Allocation (RHNA) as outlined below:


Within the next two years, you can expect to see a total of 292 new housing units added to the City’s housing stock, ultimately eliminating all existing housing need projections for the City.
