Serving the County of Del Norte, CCHA offers a rental assistance program to all families and individuals with a household income not exceeding 50% of the Area Median Income. The program that we administer, "Housing Choice Voucher," is the federal government's largest rental assistance program, serving over 2 million households across the United States. Locally in Del Norte, our agency serves approximately 600 families. Special population vouchers administered by our agency include HUD-VASH, targeting homeless veterans; Emergency Housing Vouchers, targeting homeless households, and Mainstream, targeting non-elderly, disabled households.

Participants have the freedom to choose any unit meeting program requirements from the private rental market, and CCHA will make a monthly housing assistance payment directly to the unit's owner on behalf of the participant family. The participant family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

Our department has a unique structure, as we are a department of the City of Crescent City, with a jurisdiction which spans throughout Del Norte County, and our funding is provided entirely by the federal government, through Housing and Urban Development (HUD). On the second meeting of the month, the City Council reconvenes as the CCHA's Board of Directors. Federally, our agency is part of HUD's Region IX, with field offices located in San Francisco.

CCHA has opened a new waiting list for Project Based Voucher ("PBV") rental assistance at Valhalla Pacific, located at 911 Pacific in Crescent City. PBV's provide rental assistance that is tied to a specific unit in a property that is contracted with the CCHA. In order to qualify, applicants must be eligible for a 2-bedroom subsidy. CCHA will use preference criteria and date/time of application to determine placement on the waiting list. Please be advised that CCHA has a local preference, which means that applicants with Del Norte County residency at the time of application selection will be served ahead of applicants not meeting the preference. If you are interested in applying for the Valhalla Pacific PBV waiting list, please complete the application included in the link below and submit to our office with all of the required documentation listed on the application cover page.

In addition to Valhalla Pacific, CCHA has committed PBV's to the following projects: Battery Point Apartments, proposed by Synergy, new development housing for seniors and families (70 PBV's;) Legacy, proposed by the County of Del Norte, rehabilitated housing for homeless (30 PBV's) and Harbor Point Apartments, proposed by Danco Communities, new development senior housing (26 PBV's.)  The public will be notified when waiting lists for these locations are established.
